Cash for Clunker Appliances Save on Refrigerators - Suat Eman
States such as West Virginia, Wisconsin, Wyoming, Northern Mariana Islands, Virgin Islands, and Puerto Rico will operate their own Cash for Clunker Appliance programs.

West Virginia, Wisconsin, Wyoming, Northern Mariana Islands, Virgin Islands, and Puerto Rico will begin their cash for clunker appliance programs in Spring 2010. These states and territories have developed their own plans to disperse the federal government stimulus package money.

West Virginia Appliance Rebates

West Virginia will use a mail in rebate program to encourage consumers to purchase Energy Star rated appliances. Rebate amounts can be increased by purchasing models that are more efficient than the Energy Star rate. The program will begin in April 2010 and continue through February 2012 or when funds are exhausted.

West Virginia eligible products include:

  • Refrigerators
  • Freezers
  • Clothes washers
  • Dishwashers
  • Room air conditioners

West Virginia requires consumers purchase appliances from participating retailers. Consumers are also required to provide proof of recycling of clunker appliances.

Total funding to West Virginia is $1,741,000.

Wisconsin Appliance Rebates

Wisconsin will use a mail in rebate program to encourage consumers to purchase Energy Star rated appliances. Rebates will be available in January 2010. Room air conditioners and dehumidifier rebates will occur later in 2010. Recycling will be required.

Wisconsin eligible products include:

  • Refrigerators
  • Freezers
  • Clothes washers
  • Dishwashers
  • Room air conditioners
  • Dehumidifiers
  • Gas condensing water heaters
  • Gas storage water heaters
  • Gas tankless water heaters
  • Electric heat pump water heaters
  • Solar water heaters
  • Indirect water heaters
  • Furnaces
  • Boilers
  • Central air conditioners
  • Air source heat pumps
  • Geothermal heat pumps

An application must be submitted to Wisconsin's Focus On Energy Program for solar hot water heaters, to make sure the proposed system meets specific requirements. Customers may receive a rebate application when the new appliance is purchased or by contacting the Focus Program.

Proof of recycling of their refrigerant-containing clunker appliances is required in addition to a 30 day time limit from date of purchase and recycling dates.

Total funding to Wisconsin: $5,400,000.

Wyoming Appliance Rebates

Wyoming will use a mail in rebate program to encourage consumers to purchase Energy Star rated appliances. The program will begin in April 2010 and will continue until funds are exhausted.

Wyoming eligible products include:

  • Clothes washers
  • Dishwashers
  • Gas tankless water heaters
  • Electric heat pump water heaters
  • Solar water heaters
  • Gas furnaces

Recycling is encouraged but no proof is required.

Total funding to Wyoming is $511,000.

Commonwealth of the Northern Mariana Islands Appliance Rebates

Northern Mariana Islands (CNMI) will use a mail in rebate program to encourage consumers to purchase Energy Star rated appliances. The program will begin in March 2010 and continue until funds are depleted. Prior to purchase, residents must apply in-person for rebate vouchers at the CNMI Energy Division Office. The vouchers can be used at participating retailers.

Northern Mariana Islands eligible products include:

  • Refrigerators
  • Clothes washers
  • Room air conditioners

Proof of proper recycling of clunker appliances is required.

Northern Mariana Islands funding is $100,000.

Puerto Rico Appliance Rebates

Puerto Rico will implement a voucher rebate program to encourage residents to purchase new Energy Star rated appliances. Consumers can use vouchers at participating retailers. The program will begin in February 2010. Vouchers can be used within 30 days of issuance. If cash for clunker appliance funds remain a second round of vouchers will be issued at the end of May until funds are exhausted.

Puerto Rico eligible products include:

  • Refrigerators
  • Freezers
  • Clothes washers
  • Dishwashers
  • Room air conditioners
  • Water heaters
  • Central air conditioners

Retailers agree to haul-away and recycle all appliances.

Total funding to Puerto Rico is $3,794,000.

U.S. Virgin Islands Appliance Rebates

Virgin Islands will use a mail-in rebate program to encourage residents to purchase new Energy Star appliances to replace older models. The program will begin in February 2010 and will end when funds are exhausted.

Virgin Island eligible products include:

  • Freezers
  • Dishwashers
  • Air source heat pumps
  • Geothermal heat pumps

Virgin Islands requires consumers to provide proof that the freezers and dishwashers were purchased to replace a clunker appliance. Contractors of the U.S. Virgin Islands Energy Office will handle all recycling services.

Total Funding: $104,000.
