State specific details on the Cash for Clunker Appliances programs in Alabama, Alaska, American Samoa, Arizona, and Arkansas.

Appliance cash for clunkers launches in the Spring of 2010. Alabama, Alaska, American Samoa, Arizona, and Arkansas each have different criteria for how the program will work to encourage people to buy new Energy-star refrigerators, stoves, clothes washers and clothes dryers. Each state has their own eligibility criteria. The program is for residents of the state. Appliances must be used in the primary residents. This program is a spinoff of the Cash for Clunkers program funded from the Obama stimulus package in 2009.

Alabama Appliance Rebates

Alabama decided to implement a mail-in rebate program to administer Cash for Clunker Appliances. The mail-in program will help citizens of Alabama purchase new Energy Star qualified appliances to replace older, inefficient appliances. The start date for the program is scheduled for April 2010 and will continue for three weeks. If there are funds remaining after this initial period the state will offer a second program in October 2010 during Energy Awareness Month.

Alabama will provide rebates for the following products:

  • Refrigerators
  • Freezers
  • Clothes washers
  • Dishwashers
  • Room air conditioners

Alabama does not require a receipt proving the old appliance was recycled but it is encouraged.

Alabama has received a total funding of $4,473,000.

Alaska Appliance Rebates

Alaska will help residents with disabilities replace their older and inefficient appliances with new appliances that are Energy Star rated.

Only Alaskans who have a disability and receive some form of disability payment from the state or federal government will qualify for Alaska's program. Vouchers will be issued to qualified applicants. These vouchers can be used toward the purchase of the Energy Star appliance.

Alaska will provide rebates for the following products:

  • Refrigerators
  • Freezers
  • Clothes washers
  • Dishwashers

Alaska will begin the program March 2010 and will extend it through September 2011, unless the funds run out. The program will end when the funds have been exhausted. The rebate amount can be higher in rural areas to cover the extra costs associated with delivery.

Alaska does not require a receipt proving the old appliance was recycled but it is encouraged.

Alaska has received a total funding of $658,000.

American Samoa Appliance Rebates

American Samoa will utilize an instant rebate program to assist their residents in replacing older, inefficient appliances with qualified Energy Star appliances.

Their program will begin in March 2010. The residents will be required to apply in person for the rebate voucher at the American Samoa Territorial Energy Office before the purchase. When all funds are exhausted the program will end.

American Samoa will provide rebates for the following products:

  • Refrigerators
  • Freezers
  • Clothes washers
  • Room air conditioners
  • Central air conditioners

American Samoa does not require a receipt proving the old appliance was recycled but it is encouraged.

American Samoa has received a total funding of $100,000.

Arizona Appliance Rebates

Arizona's cash for appliance clunker program will be a mail-in rebate system. The rebates will begin in March 2010 and will end when funds are exhausted.

Arizona will provide rebates for the following products:

  • Clothes washers
  • Dishwashers
  • Gas condensing water heaters
  • Gas storage water heaters
  • Gas tankless water heaters
  • Electric heat pump water heaters

The amount of the rebate will vary depending on the appliances' efficiency levels. Rebates must be claimed within 14 days of the purchase.

Arizona does not require a receipt proving the old appliance was recycled but it is encouraged.

Arizona has received a total funding of $6,237,000.

Arkansas Appliance Rebates

Arkansas will use a mail-in rebate program. This state will begin the program in March 2010 until funds are exhausted.

Arkansas will provide rebates for the following products:

  • Refrigerators
  • Clothes washers
  • Gas condensing water heaters
  • Gas storage water heaters
  • Gas tankless water heaters
  • Electric heat pump water heaters

The rebate must be claimed within 30 days of the new cash for clunker appliance purchase. Proof is required that shows a "participating retailer or contractor took possession of the clunker appliance. These companies have agreed to dispose of the clunker appliances.

Arkansas has received a total funding of $2,740,000.
